The Trades Cooperative is being formed to support the skilled trades and direct-care workforce: apprenticeship sponsorship infrastructure, credential portability across state lines, employer-sponsor matching, and journeyman certification tracking. The work covers the building trades (construction, electrical, plumbing, HVAC, welding) and direct-care trades (CNA, home health aide, personal care assistant).
The work is intended to support apprentices, journeymen, and the employer sponsors who train them. We do not displace existing apprenticeship sponsors, JATCs, or workforce boards. We provide shared infrastructure that strengthens the system: portable credentials, technology platform, employer-sponsor matching, and alumni networks.
Structured as a cooperative.
The Trades Cooperative is intended to be structured as a member-owned cooperative under state cooperative corporation law. Members are intended to include participating employer sponsors and apprentice and journeyman alumni who have completed certification through the cooperative.
Operational design is intended to follow the rural electric cooperative federation pattern adapted for workforce: state-level chapters federated nationally, with shared standards coordinated at the federation level and operational sponsorship handled at the chapter level.
Apprentices, journeymen, and the employers who train them.
The worker constituency includes apprentices entering the skilled trades or direct-care workforce, journeymen seeking credential portability or continuing education, and alumni who have completed certification. The cooperative is intended to be owned by these workers alongside employer sponsors, with shared governance reflecting both constituencies.
The employer constituency includes participating sponsors: contractors, construction companies, manufacturers, healthcare organizations, home care agencies, and other employers committed to the apprenticeship model. Sponsorship is intended to be a meaningful commitment with skin in the game, not a transactional relationship.
Member-elected. Federated. Multi-stakeholder.
Governance is intended to follow the cooperative member-election pattern with adversarial composition. The board is intended to include employer sponsors, apprentice and journeyman alumni, community college workforce program representatives, labor organization representatives, and state workforce agency representatives in balanced proportion.
Credential portability standards are intended to be developed through formal interstate compact processes where state regulators are willing, and through professional society recognition where state-by-state recognition is the only available path. Annual reporting through the Almanac is intended to publish placement, retention, and credential portability metrics.
Partner roster in formation. Named partners will be listed in the annual Almanac as partnership agreements are formalized.
